Minutes: Regular Council Meeting
December 13th, 2011

The Regular Meeting of the Council for the month of December was held in the Council Chambers of the RM of Daly at Rivers, Manitoba on Tuesday, December 13th, 2011.

Members Present:
Councillors: Dave Falkevitch; Sam Wurtz; Shane McLeod; Ian Dyer; Larry Fast:
CAO Lorne Green
Absent: Reeve Evan Smith; Councillor Rod Veitch;

1. CALL TO ORDER

Councillor Larry Fast took the chair and called the meeting to order at 10:15 a.m.

2. ADOPTION OF AGENDA

RESOLUTION NO. 11-185
Falkevitch - Wurtz
Be It Resolved That the Agenda for the meeting be adopted.

3. ADOPTION OF MINUTES

a) Regular Meeting – November 8th, 2011

RESOLUTION NO. 11-186

Be It Resolved that the minutes of the November 8th, 2011Regular meeting of Council be adopted.

10. COMMITTEE & COUNCIL REPORTS

a) Public Works – Byron McMurachy

Public Works Forman Byron McMurachy attended the meeting and reported on the following:
- Culverts on Carnegie Road have been changed.
- Extensions on culverts have been completed at Ralph Mawer’s.
- Culvert west of Maddens slough has shifted and will require monitoring.
- V plow needs to be modified to fit quick attach. Byron will get Francis Carrard to supply the office with a cost.

4. MATTERS ARISING FROM THE MINUTES

6. ACCOUNTS AND FINANCE

- A Special Meeting of Council will be held Wednesday December 21, 2011 at 1:00 pm to deal with financial matters.

a) AMM – MTS right of way application – tabled to January Meeting

No By-Laws were presented

5. DELEGATIONS

a) Reg Phillips

Reg Phillips attended the meeting and thanked council for hiring him as a seasonal employee. He presented a work plan for next year should he be re-hired.
- Stones need to be removed from ditches to save repairs to mower.
- Old culverts scattered throughout the municipality should be picked up.
- Culverts need to be marked
- There are lots of signs in need of replacement.
- Civic addressing and road number signs need to be erected.
Reg expressed his interest in being rehired in 2012.

Councillor Rod Veitch joined the meeting.

10. COMMITTEE & COUNCIL REPORTS

Councillor McLeod
- Reported that a plugged culvert in his ward was cleaned using a vacuum truck.

5. DELEGATIONS (continued)

b) Mayor Todd Gill – Town of Rivers

Mayor Gill attended the meeting to provide council with an update on the status of the new recreation facility. He discussed some of the plans for moving forward with this new venture.
