Minutes: Regular Council Meeting
February 14th, 2012

The Regular Meeting of the Council for the month of February was held in the Council Chambers of the RM of Daly at Rivers, Manitoba on Tuesday, February 14th, 2012.

Members Present:

1. CALL TO ORDER

Reeve Evan Smith called the meeting to order at 10:00a.m.


2. ADOPTION OF AGENDA

RESOLUTION NO. 12-012
Falkevitch – Wurtz
Be It Resolved That the Agenda for the meeting be adopted.

10. REPORTS

Public Works – Byron McMurachy

Forman Byron McMurachy presented the following report:
- New plow should be available soon
- Need carbide blades for one grader
- They will be out working on washboards if weather is right.
- No need to change V plows to quick attach now.
- Furnace in shop is working good now.

Be It Resolved That the Financial Statement to January 31st, 2012 be adopted as presented.

Be It Resolved That the List of Cheques Issued, as represented by cheque numbers 1813 to 1857 plus direct payroll withdrawals for a total amount of $129,357.33 be approved.

Be It Resolved That Council authorize the list of proposed payments in the amount of $20,845.35 plus indemnities of $3351.60 for a total payment of $24196.95.

Be It Resolved That the Council of the RM of Daly authorize any RM councillor, or staff member to attend First Aid/CPR training in Kenton when the course is scheduled.

5. DELEGATIONS

a) Jim Thompson – subdivision

Mr. and Mrs. Thompson attended the meeting to discuss their proposed subdivision. The subdivision is to make access to land easier. Council had no concerns with the proposal.

b) Garry Sabeski

Mr. Gary Sabeski and Mr. Gerald Keating attended the meeting to discuss progress on their proposed subdivision along the lake. They are experiencing a reluctance from planning to co-operate with them in the process. It was proposed that perhaps a meeting with the minister could be scheduled and representation of council at the meeting would be appreciated. A letter from council to planning might be drafted requesting an explanation of the process to date.

RESOLUTION NO. 12-018

Be It Resolved That the Council of the RM of Daly instruct the CAO to prepare a letter to Planning requesting reasons for not accepting the Keating subdivision application for circulation. CAO to set up a meeting, in conjunction with Keatings, with the Minister to discuss this issue.

RESOLUTION NO. 12-019

Be It Resolved That the RM of Daly authorize interested members of council to attend the Manitoba Weed Supervisors Association seminar on March 21, 2012, in the Carberry Community Hall with mileage and expenses being paid.

RESOLUTION NO. 12-020

Be It Resolved That CAO Lorne Green be authorized to attend the Annual Manitoba Municipal Administrators’ Association Conference and banquet to be held April 22 to 25, 2012 in Winnipeg, and that the registration fees plus expenses be paid;

c) Sundance Farms – Mr. Ed Waldnor

Mr. Waldner attended the meeting to inform council of their plans for irrigation in the future. They are working closely with Water Stewardship and Manitoba Conservation on this expansion, and all of the necessary permits and licenses will be in place.

d) Gravel – Call for tenders

RESOLUTION NO. 12-021
Falkevitch - Dyer
Be It Resolved That the Council of the Rural Municipality of Daly call for tenders for the gravelling of municipal roads for 2012; gravel to be hauled from stockpiles; Aspen Pit and Crown Pit; work to be completed by July 31, 2012; lowest or any tender not necessarily accepted.
Tenders to close on March 13th, 2012 at 4:00 p.m

e) Animal Control contract

RESOLUTION NO. 12-022

Be It Resolved that Council of the RM of Daly authorize the agreement with Dallas Murray for animal control services for 2012.

f) Financial Plan Public Hearing date

RESOLUTION NO. 12-023

Be It Resolved That the 2012 Financial Plan Public Hearing be held on April 19, 2012 at 7:00 pm in the RM of Daly Council Chambers.

g) Budget discussion
h) Subdivision application – Gentles

RESOLUTION NO. 12-024
Fast - McLeod
Be It Resolved that the Council of the RM of Daly approve the proposal to subdivide 10.13 acres 510’ x 865’ PT of SW 23-12-20 W.P.M. on the conditions that the Developer (GENTLES) enter into a development agreement with Municipality and the cost of the creation of this agreement be borne by the Developer.

10. REPORTS

Councillor Veitch
– Expressed concerns with the Food Services inspections which limit what can be done with respect to bringing in local food to functions in the community and the impact this will have on these functions. We need to lobby the government, perhaps through the AMM to make the government aware of the impacts on rural communities. Perhaps we should talk to other municipalities about this problem.

CAO – Lorne Green

- The Provincial Exhibition will hold its annual Presidents supper Feb 23, 2012.
- Provided council with holidays scheduled
